Both had the nuclear capability to retaliate, inflicting unacceptable nuclear damage on their opponents. After the disintegration of Soviet Union into many independent republics and the Russian Federation the situation has become quite volatile. The largest of such independent republics controls the nuclear button. But nuclear weapons are stockpiled in other republics also. Already there is a strong disagreement between Ukraine and Russia about storage and control of nuclear weapons.....
